Actually it would have the opposite affect you'd want.. I've seen this in other games (Darkfall) if this was the case every single person would run the most op build and that would be the only build you could run to keep up

That's why they would need to do alot more play testing, and be more creative worth the combinations in making them different but not overly op in any one way, or they would need to patch the op abilities more quickly than they currently are. I can see what you mean but I think if they could do it well it would make destiny 2 much better.

In theory if everything was perfectly balanced yes that would be much better, but look at the balance issues we have now. Their just not capable of achieving a good balance that makes everyone happy

That's definitely true, they would need much more testing to be sure this weren't clearly op,but if they could achieve balance then this would be a much better system. As it is now there's very little variation in crucible between subclasses anyway, there's pretty much the 'best pvp setup' for each class right now that most people run, I just think it would be more interesting to not know exactly what your up against as soon as they do anything but shoot at you. 'That hunter blinked, so he has arc blade...that titan threw an arc grenade so watch out for foh...that warlock threw a fusion grenade, watch out for self res etc'
