You cant do the number by simply taking off 9% damage or what ever it may be.. im almost certain that the original auto rifle nerf was said to be a 2.5% damage reduction.. and it -blam!-ing destroyed auto rifles.
Bungies 9% or what ever % it may be and the actual percentage are two completely different things lol.

The 2.5% was averaged across all the archetypes which was the misleading part. The problem was that the high impact auto rifles had much higher damage output than the high ROF counterparts. So high impact got slaughtered.

Bungie didn't give % for each archetype for that nerf like they did for this upcoming nerf. So bungie learned from past mistake.
