The perks for rocket launchers go as such:
Tripod mandatory everything else is irrelevant maybe there is an argument can made for the validity of quickdraw
Now I want to make it clear i don't think rockets are overpowered or underpowered, I THINK THEY ARE BORING
I want to see some fun interesting perks here is a couple i just came up with
Bombardment: fires its entire magazine in one shot.
this is cool because it provides synergy with other perks like tripod and clown cartridge. With most rockets the target you were shooting at is already... gone, and in a boss fight this perk is still going to have to compete against the sustained damage of machine guns. at the same time it could find use in situations with elite threats with limited time to respond.
StickyRounds: delayed explosion like telesto
MacroShot: huge shotgun rounds that shoot small explosive projectiles
Vacuum: explosions leave a vacuum that suck in enemies
I'm sure there is a lot more cool ideas swimming in my skull
i would also like to see rocket launchers with a little more variety in there design like a 4 or 5 round rocket launcher that shoots weaker rockets
Edit: didn't justify why with bombardment, firing your whole magazine isn't broken
