It just popped up once I completed it with my alt.

Just finish the nightfall once on the dreadnaught and you should already have one, it's not one fragment per strike. It's one fragment for doing one nightfall on the dreadnaught. ~[i]TheGreatNike[/i]

When you get to the room with the runes, there is one of those invisible jump puzzles down to the left of where you enter.

I think that getting the fragment from the Nightfall might be part of the quest for playing the various strike playlists. Have you got to that quest step?
