overhaul for ban/suspension and mods suggestion

i think this is a great idea and the best part -[u]Suspensions can only be applied to accounts by the Reddit admins (not moderators). Suspended accounts will always receive a notification about the suspension including reason and the duration:-[/u] because of this mods can no longer ban but be moderator like the word means they watch for violations and report. then only a bungie employee can actually deploy a ban /suspension with explanation and cause .more than "you violated coc" that isnt helping.
