Did you go up and around the whole cement factory? I just fixed the leaking pipes for the dude and left. Worth going back and searching for a bit??

Yeah, once that place drains, it's massive and raiders have taken over. Took me 35 minutes to fight all the way down but I was low level with a shitty hunting rifle.
