I agree, while I don't think they directly said that all exotics were being brought forward they certainly made it seem that way. They told us that they didn't want our favorite weapons being left behind yet most of the exotics people liked were left behind. While I'm at it, remember when they changed the way light on a piece of armor work? In vanilla destiny as you unlocked nodes on armor the light and defense used to increase until it reached it's max. Then in TDB they made armor and weapons already come with max defense/attack and light. Their reason? Because when you get a new piece pf gear they want you to be able to equip it right away and it will be better or equal with your previous gear. In TTK it seems that they completely went against this. In the raid you aren't guaranteed better gear, in fact it seems like most of the time the gear you get is worse.
