Currently Bungie doesn't want the Year 1 weapons (and their high base stats) to trump over the new balanced gear. The year 1 weapons were seen as too good in every department when Bungie wanted players to have strengths and weaknesses in their weapons. After all, most guns take skill to cover their weaknesses and harness their strengths. After Bungie gets the current META close to balanced again, there will be more skill play involved with weapons rather than "crutches." P.S. I realize I was confusing on the explanation, basically Bungie likes the idea of having high effectiveness in one category but giving up the strength of another. The year 1 weapons were more well rounded and didn't fit this type of weapon idea that they had in mind.

 •
After Bungie gets the current META close to balanced again, there will be more skill play involved with weapons rather than "crutches."
"Close to balanced?" Bro, I don't think the Meta has EVER been as balanced as it is right now, thanks to the 2.0 patch. Obviously, there can always be improvements, but in game that adds dozens of new weapons on a regular basis, it will never be perfect. :P
Bungie likes the idea of having high effectiveness in one category but giving up the strength of another. The year 1 weapons were more well rounded and didn't fit this
Again, I'll direct you to the 2.0 patch notes. The reason Year 1 weapons were so well rounded was because of their perks, more so than their stats. Like you said, the Year 1 perks offered good benefits, but with no trade-offs (unlike Year 2 perks). However, if you read through the 2.0 details, you'll find that the benefits of Year 1 perks have been substantially reduced. The benefits of perks like Aggressive Ballistics, Perfect Balance, and Flared Magwell (that granted direct bonuses to stats like stability, reload speed, etc.) have literally been reduced by 50-80%. As such, while Year 2 weapons might ask players to make trade-offs that Year 1 weapons don't, they also give players larger benefits, which balances the two out. And, while Year 2 armor might not offer as broad benefits as Year 1 (like only increasing bonuses for specific weapons types, now, as opposed to entire classes), it also offers uniquely powerful bonuses that Year 1 doesn't (like burn resistances/bonuses). Again, the two balance each other out. So, while Year 1 might still be more well-rounded, Year 2 also offers much higher benefits for specific abilities, and both options have their pros and cons. :D

 • I'd be ok if armor got lifted up, just for looks purposes. But the weapons from year 1 are generally more well rounded (with the combination of perks available) so having them compared to current weapons wouldn't fit well. And currently Bungie could fix the META a bit more by tweaking sniping on revive and reduce the effectiveness of Pulse Rifles by a little. It wouldn't make it perfect, but would help make it better.

 • Let's not forget that some of the Year 1 perks were completely replaced by some random crap that simply render some of these weapons useless.
