Maybe make it for cosmetic reasons? Add transmogrification to the game then each chest and boss clear will reward classic rare and legendary engrams along with VoG gear. Boss clears also reward old shaders and ships no longer obtainable. The gear earned can be used to transmog your current gear. Or your idea along with that bounty idea...
