Well, it sucks that you are moving and may have a bad connection. Players with bad connection can affect the experience for people who do not. Bungie like many devs have to make a choice about that.
Game devs have the right to ban anyone they want. Remember that any game that you play online will probably be a "we the developer own this, you are being allowed to use it" scenario.
Best advice I have is to research how to maximize your connection with the equipment you have. DMZ, port forwarding, firewall settings, static IP and so on. Make what you have work better.

I know my networking, but thanks for the advice. What I want to know is how sensitive their flagging algorithm is, based on lag. I now know that while playing destiny in the new area I will mostly yellow bar, going green or red once or twice a day. The lag doesnt seem bad. I get a delay of maybe 0.3 sec (measured) from hit to register, which isnt all too bad

Can't be all that sensitive b/c I went through a whole flawless card with a rando who was red bar the whole time. Might be pushed through reports as well. Enough reports and they come sniffing maybe.
