It has already happened. Ever since the launch of TTK, you no longer get glimmer from killing major or ultra enemies with yellow health bars. You only get it if you have a glimmer consumable active, or if your ghost shell has a perk that grants glimmer on killing certain enemies. Really don't know why people aren't talking about this.
