Ok. It is a formula of both. When I would swap to year one weapons when curb stomping bad teams in trials they would bring me down to 296 light. But if I was a normal all 296 gear person then I would do probably 5-10 less per shot of a hand cannon let's say depending on the opponents light level. When using a 170 hand cannon it did 30 less damage.
