Do the basic class items and emblem drop on Rng after any matches or only on wins etc..?

Well regardless of losses after five wins we all got higher tier boots, after seven we got a scout. I've seen a legendary emblem randomly drop. If it's like last year class items, ships and shaders are random drops. But that may have changed...
