I keep seeing people say "my friend got it from 4 paper scraps", never with a picture. There is also never a claim that they got it, just their friend. I personally believe these friends are either unwilling to admit to silver, or don't exist. This isn't just an empty claim either. I decided to do an experiment for everyone. I dropped about $50 on boxes, ended up with 3 purple skulls. After I had converted all the blue masks I had grinder for to purple with the obtained loot, I broke down the extras and had enough material for over 50 masks if I included the scraps I had saved throughout the week and my newly obtained scraps. No blue skills showed up. They only showed up as legendary. Either they are so rare that most people claiming their friends had a rare one have lying friends, or they don't drop. Since NOONE has a pic, I will assume the latter.
