For a Christmas/Happy Holiday celebration, Bungie could put up blinking lights, put a giant Christmas tree in the tower, dress up the cryptarhk as the grinch, have Cayed dressed up as Santa, and give a quest that gives a couple hundred free silver (Gift from Bungie) etc. All of those things have absolutely nothing to do with the birth of Jesus or the Christian religion. On the other hand Ramadan is 100% religious. Participating in Ramadan is one of the key pillars and an actual religious requirement for the Islamic faith. "It is a time of self examination and increased religious devotion." Anybody can participate in Christmas festivities without acknowledging the Christian themes or history, but the same is not true for Ramadan.
