Just like the previous Raids, and Skolas (to some degree), the Elemental Primaries did not drop until you played through on Hard Mode.
That being said, I was also toying with this same idea earlier today. But I had a different "recipe".
First of all, my method only allows this to be done to Legendary Weapons, and requires the use of a Legendary Weapon with the Burn Type you want, and an Etheric Light. Additionally, once done. It's done. Just like when you used Etheric Light to upgrade your pre-HoW gear. The "Infuse Burn" disappears. So you best be certain which burn you want to apply to your weapon.
So for example let's say you have a Legendary Pulse Rifle and you want to infuse Void burn into it.
Here's how the recipe would look.
[spoiler] [b]Kinetic Legendary Pulse Rifle[/b]
- Legendary Primary Weapon with Void Burn (Exotic weapons cannot be used)
- Etheric Light
- Legendary Marks
- Glimmer

All this would do is add the Void Burn to the weapon. It would not increase the weapon damage if the weapon being fused was a higher base damage. That is a choice the player would have to make. Do I use this Void Legendary Primary Weapon for base damage or to infuse Void Burn into a different weapon?
And again, once the choice was done on a weapon, the "Infuse Burn" option would disappear.
And this "Infuse Burn" option is NOT available for Exotics. Not to [i][u]give[/u][/i] nor [i][u]take[/u][/i] the burn from them.
Additionally this could potentially breathe new or restored life into PoE beyond "coin farming" as it requires Etheric Light as part of the recipe.

Interesting. Ya my idea is the same when it comes to the "would not increase the base weapon damage" as well. But I don't know how I feel about the inability to decide to change it to a different element later. XD Guess that's the casual gamer in me talking. I don't like the idea of a permanent decision in a game. I like to have the option open to "change my mind" later on if my mood ever changes.
