They do that for a reason...
If they didn't time get exotics or other things, people who either are extremely lucky or spend unreasonable amounts of time could be done in 1-2 weeks.
A lot of people complained about lack of content, so this is a way to make the dlcs last longer.

How is this making content last longer?

It makes it so people can't rush through the whole game and get everything within a few days, making people wait.

How is making them wait 1 week for one part of one quest going to make the game last longer? They will still do the other content in the meantime. All it will do is piss people off. It makes no sense, you make no sense.

Timegating can be done in a way thats not insanely frustrating. Releasing NTTE and then immediately locking the second step for the players who needed the Paradox ghosts just seems like a cheap and somewhat patronizing move.
