It's both. Bad ping however won't get you a ban, it will, at most, send you to orbit.

Bans come from reports. Reports come from visible red bars. Red bars come from bad ping times. Nobody is measuring your bulk up or down speed. Participating in a video game is not like downloading one.

Up and downloading small packets of data. Bulk speed does not matter nearly as much as ping time. Believe me or not.
