Reduced Armour.
But it's hard to say what else.
If you made the hammers direct hit only it would still be golden gun with twice as much ammo. (And less range)
If you kept the hammers blast radius but reduce the amount of hammers it would still have more ammo then GG and a blast radius.
Bungie screwed up on this one.
