I feel compelled to add something that a buddy of mine saw that I didn't: Destiny year one was the Beta. Let that sink in. It makes sense. Bungie hopping back and forth between positions, buffing things then nerfing and then buffing them again, hastily adding an in game chat function that is still lackluster after player backlash at having no in game voice chat channels. It's a long list. All of the things you listed as complaints against Bungie's handling of Destiny is explained in the idea that Destiny Year One was the Beta.
