Only swords are allowed...? And it states in the rules that they'd only be able to use their swords exotic perk as a super. So they'd need to charge it.

But does the hadouken count as the exotic perk. I thought that was blocking

Nope. You could only use the exotic swords special perks once you have your super. Legendary swords would perform a aerial ground slam with their sword, for their super.
