Its not arbitrary, the values do have meaning. They just changed the scale of the values.
I just think its funny that it does technically say, the highest attack stat available in year 1. Even if they do the same damage, the actual number listed in the stats place is technically a lower number.

That's what I mean by its arbitrary. That the changing value doesn't change the actual damage done to enemies.
