Because we s guardian's are faced with the ever growing threat of newer and more dangerous enemies. Would be cool if they introduced the concept of the cabal or taken armies adjusting their shield harmonics to our year one weapons making them less effective. Also adjusting their balistic profiles and energy weapon resonance to match our armour. This would add a bit more depth to the story. Because basically I haven't seen any weapon or armour changes in any enemy accept the taken.
