It doesn't? The damage done by each IS cut into 1/3, it just spreads it over a bigger range. Think of it as a shotgun vs a sniper sorta thing

You CAN actually use shatter to break the ward and kill the occupants in one go if you angle it right (since the middle one travels faster than the side one which land a split second after). I'm not fully sure how it works out, but yeah generally 2/3 will break it. But you can go test it in PvE, use vortex and shatter and look at the numbers, each shatter does 1/3 the vortexs damage (excluding the vortex effect damage).
