Dr shim was stuck in a vex simulation, and to get out, Maya Sundarsh and their team attempted to make contact with an outside force (rasputin) In the description of pocket infinity it explains fireteam tuyets discovery inside a vex timegate allowing a loop in time. Rasputin had a definate hand in creating pocket Infinity given the design.
