In pvp it only does 1.5x damage on the last shot. It also does very similar (1-2 point difference) damage tothe tlaloc and they both have the same fire rate when under the effects of their unique perks. Honestly the touch of malice wont be a problem, it delivers a 4 hit kill at a modest RoF at the cost of your health, making the user a 2 hit kill in most gunfights.
