Hi,
You will not receive a package from a faction until ou reach rank 3 with that faction.
Packages are now picked up at their corresponding vendors. If you ranked up the cryptarch you will pick up a package from him.
Only Rahool in the tower gives packages. If you rank up your cryptarch with Master Ives in the reef, you will have to visit the tower to pick up your package.

Not entirely true. You Get a package for every rank, but in the beginning it's just motes and coins.
