Zavala is good at both. He is a strategical genius, as well as a Warrior who fought at the Twilight Gap. Shaxx also fought at the Twilight Gap, and is just as qualified as Zavala.

Cayde got us into the dreadnought. Practically a hero. If it weren't for his risky offensive tactics, we would all be dead.

True, but he wasnt being a leader at that point. He seems more of a Tactition. Or maybe something in the field... You know he hates being stuck in the Tower...
