I think i have read some exotic's don't drop from engrams. So there'll likely be some kind of quest or bounty related to them.

Not true especially for armour the drop rate is just messed up just like no one can get the new titan one twilight garrison but someone today released a vid of him getting it from engram so they are there but broken and extremely unlikely.

No, some actually just aren't available yet, including the warlock helmet that increases blink distance. If you've noticed, Sleeper Stimulant was just added to the game, even though it was technically already coded in. So there's likely more exotics like that.
