For you. Not for me.
Also, I do not think the full auto perk is available for scout rifles in year 2. I have never seen one or heard of somebody having it.

I've seen people have it drop on the raid scout, also touch of malice has full auto. Also seen people have full auto on the SUROS about from the gunsmith package from the first week. It's definitely available.
