Europa. One of the four Galilean Moons of Jupiter. Its covered in ice with a liquid water flowing underneath heated by an iron core causing underwater volcanoes. Theres potentially life there and many have theorized humans could set up an underwater research station. I wouldn't put it past the Vex to have an underwater city researching some space/time paradox stabilizers
