Most of the time theres locked content on a disc. The content is unfished. Its a way to optimize it so you aren't dowloading massive updates. It's not always like that but most of the time it is. If it's not I think the best thing that could happen to gamin would be just to raid the price ten dollars that's what these games go for by selling 70 dollars worth of content not sixty thats why there is so much dlc anymore
