When did the NCA get a Prowler?

Halo Initiation. Final issue shows Ilsa getting spaced from Infinity only to get rescued by a prowler. It was initially thought that it was ONI. Her appearance in Hunt the Truth shows it was instead the NCA that rescued her.

Oh yeah. No surprise really. The leader of the NCA was an Admiral in the UNSC.
