The ToM damages you. So much so that these scouts are two shots if you have low armor. It's not unfair. Try it out in PvP, you become a glass cannon.

I've used it but it's only about 50% more damage in pvp and the stability is very low while getting shot at and damaging yourself.

Exactly. It doesn't break, or make, the current meta. It's meant as a Daughters and Oryx weapon. It fills it's roll well
