Bungie learned from games like World of Warcraft.
People just scroll by quest text.
So the default is basically skipping the text. If you are curious, it's all there for you. If you're not, well then you don't give a shit.

"Quest text" is also really shit storytelling.

That's still not a good reason to stuff it outside of the game though. It's a good reason to not force people to read it or know it to advance in the game, not a good reason to hide it on their website.

If they made the text entertaining and fun to go through then it wouldn't get skipped, people hate be forced fed a story but if it s a good story it won't feel forced at all
