Let's do some math. ToM does about 42 a headshot without the perk. It does about 63 when the perk is active. Double of 42 is 84. 84 does not equal 63. The double damage is only for PvE.It's very, very difficult to use in crucible (I love it). Only the best can use it properly. And when you find the best, the guns they use don't really matter in the end. You should be happy that it's not a crutch gun.
