I agree. Tried firing with no enemies around and then again right in their face and couldn't tell if the RoF actually was faster. Compared to Zhalo, there is literally no reason to use Fabian Strategy.

Zhalo is a crowd clearing machine. Against mobs, you can often go through them without reloading because for every two kills you get half the mag back, and the damage from the electricity that chains to nearby enemies stacks up quick. Not to mention it's an Arc primary. I was pleasantly surprised by how effective of a gun it really is.
