That's great, but doesn't mean that exotic PvP bounties (Chaperone/Thorn/maybe even the Sword) should be handed out to these people. If you aren't good enough to beat the raid, why would you expect to get raid gear? Now for the PvP this is even more prevalent. Not being good enough to beat a PvP challenge, should not net you an exotic.
