This is not Blizzard or WoW, so your comparison is invalid. Regardless of whether or not Bungie made Nightfalls/Heroics TTK exclusive, they would STILL be unavailable to him as the strikes involved have all been TTK. Just like The Shadow Thief Nightfall/Heroic was unavailable to those who didn't buy HoW.
So, how is this any different?
