You can still do absolutely everything that you always could [i]except[/i] heroics and the nightfall. Which makes sense since it's [i]endgame[/i] content. That means that it needs to keep up with current endgame, which includes TTK. Even though it costs more than the other two, I honestly think this DLC is far more worth the money. If you can't afford it right now just save up for a bit. It doesn't talking to save up $40. Go mow some lawns if it's still warm enough where you are, you'll have money in a week or less.
