This is actually false. You paid to get to level 34. You can. You paid for the missions through HOW. You can play all of those. You paid for VOG and CROTA. You can play those. You paid to refill HOW weapons, and ascend old weapons. You can still do that. You didn't pay for any ttk weapons, or its systems, or its levels, and you can't play that. I'm unsure what you thought you paid for.
