It's not "too op" it has a very long cool down, and still can't kill as many players on crucible as bladedancer does. As for PVE, this is the Gjallarhorn but in a more balanced form, but Instead of random generated loot, it's something you have to level up, and dedicate an entire class to. Now instead of every player "whipping out a gjally" come boss time, only those who dedicated themselves to the hammer have the capability to do that, and it can only be used on 1/3 of your nightfall playthroughs. TL/DR, this is year two Gjallarhorn. Get with the program.
