If you had infinite heavy, pre patch Gally, and never ending hammer bro, you might, MIGHT, produce enough DPS to down both. You have to realize the damage penalties at play with tackling (1) bosses, (2) +2 standard levels (3) +11 LL. You may be thinking tier 1 or two, which is more likely.
