So I did the code thing and got a focused light. All my characters are 34+. How do I access the quest? Or is that no longer possible?

You pick it up from Amanda Holiday. It is titled "Prove Yourself Through Energy Spikes" or something like that. After one of the first two steps you receive a new sparrow that is silver and blue like a Red Bull can (it is basically a reskinned Tumbler).

I've used a code, and have only received focused light. Never received a quest =/

Check your quests again for one from Amanda Holiday. Else go talk to her in the town with the character that has the Focused Light.
