Not even close to the same thing. It would be like Netflix telling you that they are offering a better service for an additional 5 dollars a month. They tell you ahead of time that you'll still be able to watch the old movies on there, but any new movies would be strictly for those who pay for the premium service. Then, when you load netflix, you find out that you can't watch ANY movie on netflix except Gigli unless you pay for the premium service....

You can't play the Nightfall nor Vanguard Heroic Strike, choose a specific Crucible playlist, select a difficulty for missions (a level 2 mission stays as a Level 2 mission, and can't be raised to level 30+) or even buy non-cosmetic Vendor items (they require Legendary Marks, which are only granted at level 35 - which you need 'The Taken King' to get there).

Why would the people who have not purchased the expansion that allows the higher level cap to participate? You can't pick a specific game mode? Granted that one sucks but is a non issue. You can easily either suck it up and play through the other modes in the playlist (just ignore the objective if you want the regular mode) or quit each time you get the wrong mode (which is just silly) And the story missions on heroic don't grant anything worth grinding for anyway
