If you get the Expansion Pass just to get The Dark Below, you'll practically be paying for House of Wolves twice. It's really up to you to check which bundle they have will save you the most money in the end.

But I'm not sure whether I can get taken king digital edition without expansion pass but instead by buying both dlc's desperately for $25 by themselves
