I haven't encountered a solar hammer yet in PvP, so I don't know if it is OP or not. However, I hope Bungie makes all the supers sorta equally strong in PvP. I read somewhere that the solar hammer has the same power as golden gun, only it has unlimited throws and you don't really have to aim THAT well as with golden gun. :-S I hope this isn't true. Either way, when I heard about solar hammer I figured it would be the the same as Warlocks sunsinger. That would be pretty good.
