False. Anyone can play the game and get a medal score.
You can be garbage, but if you play a lot it will be high.

Of course you will earn a medal score from playing but the more skilled you are the more medals you will obtain. I do believe the bulk of your medals are pvp related and if you aren't that skilled like me your score will be quite low.
