It's simple really, Bungie has already implemented this system in halo 3 & was a HUGE reason that game was so much fun ,Have a multi tiered pvp experience!!!!!! a social playlist & a competitive playlist!!! Some people are not worried to death about a damn kill death ratio & go AFK occasionally to take a piss, grab a drink or grab a bite mid game & they should not be subjected to a team of 5 who have every choke point locked Down & spawn kill you from now till kingdom come. Let those players have it out! let them play out MLG fantasies against each other, while the impaired either from no skill or otherwise can have an enjoyable experience as well. This is a problem even Bungie has in a weak way addressed with a 'mercy' rule.
