You will be able to repeat the quests in the abandon quest menu, so no one gets completely screwed. You will just have to redo the quest.

You will not be able to repeat them. If you completed them there gone. Only discarded quests you did not complete go there.

Except I have completed most the quests that are in there. They will be back after reset.
